Harm Reduction Certificate program

What You’ll Learn

The Harm Reduction Certificate is a focused program designed to build your understanding of harm reduction as a philosophy and a set of practical tools for frontline work.

This program covers the foundations of harm reduction — from its history and evidence base to its application in overdose response, safer use education, naloxone training, and client-centred support. You'll explore how harm reduction intersects with housing, mental health, and social services.

Is This For You?

This program is designed for:

You're working in shelters or community services and encounter substance use daily
You're building a Community Services pathway and want to add harm reduction skills
You're in healthcare or public health and want practical harm reduction training
You want to understand harm reduction philosophy beyond basic awareness

No prior harm reduction training required. This focused program is designed for anyone working with or preparing to work with populations affected by substance use. Ideal as a standalone credential or as an add-on to any Community Services certificate pathway.

As someone already working in or near this field, this program helps you:

  • Add a specialized harm reduction credential to your existing shelter or support work experience
  • Formalize naloxone training and safer use practices you already apply on the job
  • Strengthen your resume with a credential that's increasingly required in job postings

As someone entering this field for the first time, this program helps you:

  • Build understanding of harm reduction before starting your first frontline role
  • Learn how to support people who use substances with compassion and evidence-based practice
  • Add a practical, in-demand credential to your Community Services pathway

As someone exploring whether this field is right for you, this program helps you:

  • Understand harm reduction work in just 9 hours — the lowest-risk way to explore
  • See if substance use support and outreach work aligns with your values
  • Test the field with a $295 credential before committing to larger programs

Why This Program

Built for workers ready to support people who use substances — without judgment, and with evidence behind every decision.

This certificate builds that knowledge in a focused, practical format.

Funding & Financial Support

ESDC-Certified Institution · Tuition eligible for federal tax credits

Can I get funding to cover the cost of this program?
Yes — several options exist. The most common is Better Jobs Ontario, a provincial grant covering up to $28,000 for short-term training (including micro-credentials). Other options include the Canada Training Credit, employer sponsorship, and our flexible payment plans. Read our full guide to funding career training in Ontario →
What is Better Jobs Ontario and do I qualify?

Better Jobs Ontario (formerly Second Career) helps unemployed and low-income Ontarians retrain for in-demand careers. As of January 2026:

  • Up to $28,000 for training under 52 weeks (including micro-credentials and certificates)
  • Up to $35,000 for 1–2 year programs
  • Covers tuition, books, transportation, living allowance, and dependent care

You may qualify if you’ve been laid off, unemployed for 12+ weeks, or are receiving EI, Ontario Works, or ODSP. Eligibility now also includes gig workers, newcomers, and self-employed individuals. All York College programs fall within the eligible duration.

What if I don’t qualify for government funding?

You still have options:

  • Employer sponsorship — many employers cover tuition as professional development
  • Canada Training Credit — refundable federal tax credit for Canadians 26–65 with earned income (eligible for our short certificates and micro-credentials)
  • Tuition Tax Credit — claimable through T2202 for our vocational diploma programs
  • Flexible payment plans — start now with a small initial payment

Consult a tax advisor or visit canada.ca for guidance on tax credit eligibility.

Will I receive a T2202 tax form?

Yes — for our vocational diploma programs. You’ll receive your T2202 by the end of February following the tax year, which can be used to claim the federal Tuition Tax Credit.

For our short certificate courses and micro-credentials, T2202 forms are not issued due to our self-paced format, but tuition may still qualify for the Canada Training Credit. Please consult a tax advisor or visit canada.ca for guidance.

Email our advisory team at admissions@yorkc.ca and we’ll help identify every option that fits your situation. For Better Jobs Ontario specifically, contact your local Employment Ontario service provider before enrolling — funding requires pre-approval.
